Pastor housing allowance worksheet: a filled-in example

Sample numbers you can follow, a year-end check against the three IRS limits, and the mistakes we see most often. Use this alongside the blank worksheet and church resolution on our housing allowance template page.

Estimate before January — and re-adopt every year

A housing allowance only works if the church designates it in advance. The simplest habit is to estimate next year’s housing costs in the fall, then ask the board or congregation to adopt a fresh resolution before the first paycheck of the new year.

We recommend the church re-adopt the designation every year, even if the dollar amount stays the same, so each calendar year has its own clear record in the minutes. A designation can’t reach back to cover pay that was already issued. If it is already January, it is not too late going forward: adopt it now, and it applies to payments made after that date.

As of late 2026, that means two practical steps: finish the year-end check for 2026 (for the return you’ll file in 2027), and adopt a new resolution for calendar year 2027 before January. You can copy a sample resolution from the housing allowance template page.

These figures are made up to show the math. They are not a recommended allowance, and they are not based on any real family. Your costs, fair rental value, and designated amount will differ.

In this example, the church designated $28,000 in advance for 2026. The pastor estimated costs in December 2025, then tracked actual spending during the year.

Housing costMonthly estimateYearly estimateActual for 2026
Rent or mortgage payments (principal & interest)$1,200$14,400$14,400
Real estate property taxes$2,400$2,400
Homeowner’s or renter’s insurance$1,200$1,200
Electricity & gas$180$2,160$2,280
Water, sewer & trash$75$900$930
Home landline, home internet & cable/streaming$100$1,200$1,200
Furniture, furnishings & appliances$800$650
Repairs & maintenance$1,000$2,450
Improvements$0$0
Yard care & upkeep supplies$50$600$575
Other housing costs$0$0
Total housing costs$24,660$26,085

The HVAC repair pushed actual costs above the original estimate. That is why many pastors ask the church to designate a little above expected costs, so an unexpected repair is still covered. Any unused designation is simply reported as income — it does not create a penalty by itself.

Year-end three-limit check

The amount you can exclude from federal income tax is the smallest of these three figures:

A. Amount designated by the church in advance$28,000
B. Actual housing costs for the year (total above)$26,085
C. Fair rental value of the home, furnished, plus utilities$27,500
Excludable housing allowance: the smallest of A, B, or C$26,085
Excess allowance reported as income (A minus the smallest figure)$1,915

In this sample, actual costs were the smallest figure, so $26,085 is excluded from income tax and the extra $1,915 of the designation is reported as income (typically on Form 1040, line 1h, labeled “Excess allowance”).

What if you spent less than the church designated?

That is common, and it is not a crisis. You simply cannot exclude more than you spent (or more than fair rental value, if that number is smaller). The unused part of the designation becomes taxable income for income-tax purposes.

Two related points are easy to miss:

The housing allowance is excluded from federal income tax, but it is not excluded from self-employment tax unless you have an approved Form 4361 exemption. See quarterly estimated taxes for pastors if April surprises have been a problem.

Common mistakes

For what generally counts, who qualifies, and a blank worksheet you can print and fill in with your own numbers, use the template and worksheet page. IRS Publication 517 in plain English explains the broader clergy tax rules this worksheet sits inside.
